That really is weird. My first guess is some sort of a duplex ammo, or maybe something that is designed to fall into pieces. Or maybe it is duplex and both projectiles fall into several pieces. On the picture it definitely looks like that there is a weirdly shaped projectile with a hollow base, and it is stuck on top of an other projectile deeper inside the casing. Whatever it might be, my guess is that it was designed to shoot down drones that are less than 100 metres away, so that the soldier might have a chance to survive the encounter. But at that point you might as well just give him a shotgun, so maybe it's designed to also work well enough against enemy infantry or something.

Bullets are made by "swaging" aka a massive press smashes it into the right shape, the hollow bit is easily added in that process.
The 12/70 shotgun shell releases a kevlar net and those have to be packed by hand I believe.

Wrong, for one the government is still run by Orbán a for a few weeks; for two Orbán already approved the loan months ago, he just decided to block it again when oil stopped coming from the Friendship pipeline (the one that goes from Russia to Hungary via Ukraine).
