Start by collecting EMP-resistant computers and storage media. Make sure you're actually capable of surviving a nuclear exchange. Get some rural property far away from any important targets and make a bunker there. Make sure it has a positive pressure system with an air filter for nuclear isotopes. Make sure you have lots and lots of non-perishable supplies.

The most important elements of forming a para-military force is men, fortune and weapons.
Fortune is necessary to pay for your own soldiers, and it would be easy if you stole some gold in some bank or if you already have a huge amount of gold.
But weapons and men are kind of difficult. Men would work for you if you pay them enough but what if they know about your intentions or ideology (especially if you’re a white supremacist) and like half of your men stood against you? You need to find men that are easy to be convinced of your intentions. Weapons are easy to find in big cities through weapons stores but you need to collect some men and race every one before it all gone, and even if you succeed to collect some guns and riffles it wouldn’t be enough to form a militia, you need more weapons and the only way you get more and stronger weapons is by scavenging military bases, which is either got hit by a nuclear missile or it’s inhabited by surviving soldiers who’d rather be dead than giving up their stock to some raiders.
