- the story takes place in alternative history universe where the barbarian clans from the northern and western Europe have been united under a chieftain whose descendants would declare themselves kings, and later emperors as their territories expand.
- they have ideas like those on the fringe right of today, thinking that all there should be insofar as the government is concerned is only what is strictly necessary for enforcing the rule that any physical interaction with the person (body) or belongings (property) of one of their citizens must be done with their informed voluntary and ongoing consent (the obvious exception being that the government could violate citizen rights for the purposes of ensuring the citizens do not violate the rights of each other, or commit any act against their government, when it is reasonably necessary for them to do so and even then only to the most justifiable extent, this is to preserve the government and maintain stability of order by enforcing the law upon their citizens). To this end the government only involves itself in areas relating to law enforcement and the military (which includes the full justice system, especially the courts and the prisons, which are focused entirely on doing whatever could be done to turn criminals into law abiding citizens who can go back to being productive to the empire and not parasitic, this usually involved treating the victimizers as victims, like patients in a mental hospital requiring rehabilitation to recovery and reintegration, the point was reduction of criminal offenses and not in punishment for its own sake), as well as the collection of taxes to fund these functions.
- there was one law that acted as an exception to the above, which was that any citizen who had been romantically or sexually active with any other male creature (citizenship status, and any other factors aside from biological sex ie their species, age, etc. notwithstanding) would be banished, exiled, expelled from the empire and quarantined away from the rest of the imperial citizenry, along with any other male whom they had interacted with in such a manner, and with all property belonging to any of the exiled parties aside from their landholdings (these lands which could not be transported to the penal colonies would be confiscated by the empire and the banished owners would be monetarily compensated for); the free range penal colony for faggots and the recipients of their pederasty was intentionally placed on good land so that male homosexuals would turn themselves in to be sent away there, rather than hiding themselves from these laws, they would even become one of the most specialized military forces fighting to help conquer neighbouring lands and expand the vastness of the empire, to whom they remained citizens in good standing. Although any attempt to return to the empire was treated as a crime worthy of punishment as harsh as was necessary to deter any future breaches of exile by those sent of the penal colonies.
- the thing is, they have a very strict definition of who counts as citizen; those of the female sex cannot be considered citizens, and those who have yet to become capable of impregnating a female also do not yet count as citizens, leaving only the pubertal and post-pubertal males as citizens of the empire - and there are no laws whatsoever for those who do not qualify as citizens resulting in these individuals being treated as the second category of ownable property belonging to those who do have citizenship status. De jure they exist outside of the laws, de facto they are slaves, whose only legal protections come as a byproduct of the rights of ownership held over them by the citizen they belonged to; these citizens were usually an older male relative, or a husband (in case of a female that had the ownership over her transferred from the older male relative she had previously belonged to to the man she was married to by the consent of said relative; wives are slaves to their husbands, and marriages in this empire are an acquisition contract from her family, that of female enslavement by their husbands)
- it goes without saying that non-humans entities lack any legal status, and neither would any human that did not meet the imperial standard for citizenship in their appearance; those without pale or fair skin were not citizens, those whose eyes and hair where of black or brown color also would never be citizens, only those individuals whose appearance fit a very strict category could possibly be counted as human beings worthy of legal protection or even mere consideration as afforded to the citizenry. make way for the empire to move in and take the land for themselves.
- aside from this the governmental policy was to be entirely hands off, taxes were a matter of necessity and so they would collect a percentage of the value of lands held by citizens, and further that land could only be held by those who had served in the military, police, or prison guard positions for at least one term, this was even a requirement for qualification to inherit the land from a citizen willing to transfer ownership of it to them after death (no other category of belongings would be restricted from heritability in that way). Why would anyone want to be a landholder? Because, aside from the massive benefits that came with land ownership, only those who held land and paid the tax could vote in the elections, and the elections did things like decide who would govern them locally, and what the tax rates should be set at, and it was the local representatives who vote on who would govern over them, and so on. It was made as easy as possible for any landholding taxpaying citizen to enter an election and become a representative. None could replace the emperor of king, however, as that position was entirely inherited by blood (they could not and would not ever have an empress or queen)
- all in all, there was much freedom, even the documents detailing the system at foundation used language that gave liberty to the (straight white men) citizens by default, and told the government they could do nothing except what the documents explicitly gave them permission to do.

I want to hear the criticisms so that my model could be improved upon, or at the very least so that I could make the presentation better than it is.
