That's every single moderator on the Internet ever. Joyuse let me post something one time but the next month it was le bad as I was on trial and didn't know it for 60 days. Case by case as both Joyuse and Sturgeon say. They want new users but have no code of conduct listed and want to see what kind of person you are before banning you or letting you stay basically.  Rules  never helped any community but intuition and wisdom do help. 

My point is that they are all bad and no one will do this simple trick:

The first image I made had boobs, the pedobear one did not as I dialed it back to test you, and you failed the test back then by banning me the second time.
